摘要
System Dynamic was used to study an innovation performance model and simulate related policies of R&D personnel in China. The results of policy simulation were as follows: a. the related policies we mentioned have promoting affection to investing and creation of R&D personnel. b. the more we adjust the policy, the more promoting affection we can have to investing and creation of R&D personnel. c. we can reach the target of the amount of R&D personnel in "Outline of the National Medium and Long-term Talent Development Program(2010-2020)", if we adjust the policy by certain rate(mentioned in paper below).
