摘要
Industrial generic technology is the technology that is widely used in several industrial fields and produces a profound effect on industry, and it is the source and guarantee of industry core competence. The system reform of scientific research institution in China leads to market failure and organization malfunction of the supply and diffusion of generic technology. In addition, the undefined industrial generic technology innovation system lacks effective mechanism support and guarantee; therefore, the industrial generic technology research becomes the weakest link of technology innovation chain in China. Strengthening the top-level design of government, promoting industrial generic technology R&D, application and diffusion in reasonable organization mode through the system mechanism innovation, and improving the industrial competitiveness are the keys to improve the independent innovation ability in China.
