THE LIFE CYCLE INTEGRATED RISK ANALYSIS AND MANAGEMENT OF INVESTMENT IN BOT METRO PROJECT

摘要
The construction and development in large cities bring the requirement of more and more metros. For the risk of the metro projects under the BOT mode, the index system of evaluation is established on the basis of factors analysis. By questionnaire and experts scoring, the weight of each index is determined through Fuzzy Synthesis Evaluation, after identifying risks using WBS (Work Breakdown Structure). The research comes to the conclusion that when the risk of the whole project is at middle, it means to the inventors that their losing will probably exceed 50%; by adopting BOT mode in the Metro project, the greatest risks will occur at the construction period of the project and the initial stage of the operation, and the risks that the investors will face during different processes are different which means the risks are processed dependently. Then the Life Cycle Integrated Risk Management of Metro was suggested, which could help to make full use of all sources and fulfill the goal of minimizing the risk cost during the life cycle of Metro, and different management strategies in different stages are laid out.
