中国长期护理保险试点政策“碎片化”与整合路径

摘要：

为解决在我国人口老龄化背景下传统养老服务的诸多难题,从2016年开始在全国15个城市试点推行长期护理保险制度。通过对试点城市政策的效果评估,研究发现长期护理保险在覆盖面、筹资来源、护理服务、基金管理以及业务经办等方面呈现出一系列"碎片化"特征。这就意味着政策要进行顶层设计,在服务理念、受益对象、筹资机制、服务传递等方面开展重点整合,进而,从完善失能评估标准、城乡居民全覆盖、多渠道筹资、待遇支付水平、居家照护服务、重点关注康复服务以及孕育PPP市场服务等方面实行方向性和功能性整合,为下一步扩大覆盖面奠定基础。
