摘要
The presentation describes construction of atypical fixed steel template offshore platform in the Gulf of Mexico in the 1960s. It then illustrates the steep learning curve as the technology was extended to more demanding applications. Failures are discussed, along with provisions developed to deal with the design and materials problems exposed ultimate strength, fracture, lamellar tearing, fracture, weldability, punching shear, and hot spot fatigue. Advanced fracture control methods for today's billion-dollar projects are introduced. The new International standard for Fixed Steel Offshore Platforms, ISO 19902, will be an adaptive standard for applying fracture control to various levels of criticality. Flow charts describe how material selections by the designer are integrated into welding, inspection, fabrication, and quality control issues.
