Speed choice, speed variance, and speed limits - A second-best instrument to correct for road transport externalities

摘要
Speed limits are an important policy instrument to reduce the gap between privately preferred speeds and socially optimum speeds. This paper considers the efficiency of using speed limits as a tool to force drivers towards socially acceptable speeds. The authors show that a uniform maximum speed limit in combination with a uniform minimum speed limit has a favourable effect.
