摘要
After the flood in August of 2002 flood protection concepts and risk maps were created as complex water management plans for the different catchments in Saxony. On 22.12.2010 documents, which fulfil the essential requirements of the Flood Risk Management Directive (FRMD), were already available. Using these data the Free State of Saxony has drawn up the "Saxon Action Plan for Flood Risk Management of the Elbe and Oder Rivers", per the transitional arrangements of article 13 FRMD. The action plan consists of a text explaining the implementation of the Flood Risk Management Directive in Saxony, and of annexes outlining the individual measures in more detail. In addition, the plan includes descriptions of effective transregional measures which are non-structural, such as flood avoidance and precautions as well as flood warnings. It also addresses the current state of implementation of structural flood protection measures in Saxony.
