Teaching assessment is a hot issue in Higher Education Management research. Aiming to improve teaching quality, promote the effectiveness of assessment, and develop theories of Higher Education Management, it is necessary to bring ideas of Capability Maturity Model into administration of teaching process, such as process management, improving step by step, quality prediction and so forth. This paper applies the Teaching Maturity, introduces the hierarchical structure, and emphasizes process method, prediction function, and the ever-lasting and integration character of teaching assessment.
