摘要
Public demands with increasing diversification, dynamic changes and heterogeneity in modern society force government to improve the quality and responsiveness of public services delivery through innovating delivery mechanism. Cross-boundary cooperation integrates fragmented service into a continuum by establishing an interactive service delivery framework, builds a competitive network to optimize social resources allocation through power sharing, and seeks and expands fairness and availability of public services through dynamic public service transmission mechanism. The case of public service delivery in Beijing urban areas proved that cross-boundary cooperation with complete framework, shared organizational relation and flexible transmission mechanism is one of the alternatives to public services delivery.
