摘要
Dongping Lake flood detention area and Beijindi flood detention area are the two most important flood detention areas in lower Yellow River. Due to long term insufficient investment, the engineering, non engineering and safety construction in these areas are far lagging behind, which causes serious problems. In order to improve the operation safety of the flood detention areas as well as the safety of people's lives and property in these areas, construction plan is put forward based on the analysis of construction situation and existing problems. The construction plan includes the construction contents and scale of engineering measures, and that of non structural measures. In addition, three resettlement schemes, namely resettlement of moving outside, nearby resettlement and temporary evacuation, are introduced to reduce the flood risk of residents in the flood detention areas. The corresponding population scale of each settlement scheme is analyzed, along with the construction contents and scale of the supporting safety facilities.
