摘要
Aimed at the puzzle of possibly faced great risk resulted in public-private partnerships project that is large in construction scale, long in period of project implementation, huge in investment, complex in contract relation, more in uncertainty factor, the paper proposed a sort of risk evaluation model of public-private partnerships (PPP) project based on vague value so as to that it can correctly recognize the risk, evaluate the risk objectively and reasonably, and guide rationally to resolve the problems of risk share and benefit assignment of PPP project. In the paper, it analyzed the source of probably faced risk, pointed out the risk type, adopted the risk evaluation method based on vague value from the angle of system theory, and carried through the detailed analysis for each kind of the faced risk existed in the PPP project from two aspects of the quantitative and qualitative. Finally it took to intend building a big bridge of across sea as an example in a certain city, and made the digital simulation analysis under the condition by means of PPP pattern. The result shows that it owns the feasibility and effectiveness to adopt risk evaluation model of PPP project based on vague value for making risk evaluation of true project.
