The Chinese government threatened to levy special duties on certain US imports if it is not compensated for the lost trade from steel tariff. China announced punitive tariffs worth $94 million on US imports of recovered paper, soybean oil and electric compressors. During the first quarter of 2002, China received 854,653 tonnes of US recovered paper.
