EDUCATIVE POLICIES ON NEW TECHNOLOGIES IN IBERO-AMERICAN COUNTRIES

摘要
The main goal of this article, which has been divided into four parts, is to give an overall picture of the state of the art in the sphere of relations between new information and communication technology (ICT) and school education. Special attention will be paid to its connections with the processes of educational innovation and its political, institutional and pedagogical implications in the countries of Ibero-America. In the first of the before mentioned parts, the work frame of expectations on the pedagogical contributions that ICT can make, is set. In this way, we can say that this part is an essay which presents a summary of the possibilities and potential of these technologies. The second part presents the execution, mainly from the point of view of technology accessibility and teachers formation, since teachers are the fundamental axis of development policies in the countries belonging to the Organization for Economic Co-operation and Development (OCDE for its Spanish acronym) and also in most countries of Ibero-America, during the past two decades. The third part is an essay in which the outcome is assessed. This essay aims at answering the fundamental question to whether the investment done has brought the expected benefits, and at shedding light on which expectations have been fulfilled, which ones not and the reasons why. The last part presents a tentative agenda with all the outstanding issues of educational research.
