Up to the middle of the present decade peacekeeping operations have been undergoing significant changes, such as prevention of the humanitarian disasters, assistance in the democratic transitions and in rehabilitation of governmental and social structures, local administration governance and e.t.c., that have supplemented traditional practices of peacekeeping. However the results of the mentioned operations are ambivalent. In the meantime the role of the diplomacy is rising. Its advantages include greater ability to make well-balanced decisions, taking into account its strategic consequences, greater publicity in specific discussions, greater participation of the regional countries in the conflict negotiation, extended potential for the involvement of the civil society institutions.
