THE REGULATION OF TRANSPARENCY AND ACCESS TO PUBLIC INFORMATION IN THE AUTONOMIC AREA. A COMPARATIVE STUDY

摘要
In response to the deteriorating image of the institutions has begun a regulatory process at both the state and regional level, different mechanisms of transparency and access to public information similar to those existing in other neighboring countries, with in order to move towards a model of open, transparent, participatory and responsible, well supported by electronic means administrative organization. This paper presents an overview of the different policy initiatives in this area have taken place in the regional sphere to the light of recent state legislation, analyzing in detail the applicability of state regulation at regional level and the regulatory margin in the latter field.
