摘要：

The author asserts that the proposal for a new horizontal directive on consumer rights offers no substantial improvements to consumer protection while the full harmonization clause of the proposal will result in a reduced level of protection in all Member States. Surprisingly, the proposal makes little use of the terminology of the Draft Common Frame of Reference (DCFR).
