The management of the public enterprise: Lessons from a public service enterprise

From an initial point of view in which a critical diagnosis of public services in Colombia is shown, especially as to power and light, this article intends to exhibit a particular experience of good administration in the field, the case of Empresas Publicas de Medellin, one of the mostadmired corporations in the country during the second half of the twentieth century, especially when this institution was settled down under the legal frame of 'Autonomy', which they could call, nowadays, a corporate governance.
