摘要：
The change process that takes place in a public organization, as a substantial transformation of the organization, which profoundly affects its essence, burdens the commercial, organizational but especially the human aspects, the human dimension being the key element of change. The public organization often records the changes if they occur in the public policy regarding the public sector, particularly as a response to its own recorded problem.
