摘要：

Cultivating university students' entrepreneurial skills has become a worldwide common interest. Taking Zhejiang Province, China as a case, this paper firstly analyses the push and the pull forces of cultivating innovative and entrepreneurial talents. Then the contents of Zhejiang's entrepreneurship policy for university students are systematically elaborated. This research makes a conclusion that though more and more university students have chosen an entrepreneurial career because of the impact of entrepreneurship policy, the fragmentation of policy and the lack of university students' experience have to a great extent hindered the realisation of entrepreneurial activities. Further efforts should be made to better disseminate the policy and effectively put the policies into effect.
