摘要：
The interaction society-nature gives himself inside a few very changeable limits. Without exceeding the threshold of drought, the technical and social mechanisms allow certain accommodation on the territory, attenuating the effects of the water shortage. Nevertheless, when the threshold is exceeded the forms of adjustment are insufficient, and from it will derive socioeconomic negative effects and political conflicts, as the originated ones during the last period of drought.
