Many expectations have been deposited in the territorial heritage; one of them is her of promoting the tourist activity to provoke the territorial development. On the other hand, the treatment of the development has been mutating and taking different meaning sthrough out the time; nowadays, there are joining new lines that allow to approach the subject matter considering integral aspects for his treatment, such it is the case of the "territorial action". From a territorial perspective, they come claiming of integration strategies of planning and management, of complementarity between territory, heritage and tourism. For the exposed thing, theaim of the present work is to analyze a posible strategy of territorial tourist sustainable action in the localities of Bahia Blanca, Medanos and Pedro Luro, considering the territorial termal heritage to be a revitalizing element. Methodologically there will be realized a bibliographical exploration of relevant concepts and there will adapt the interpretive model of the rural world proposed by Sili (2016) to the study of case.
