When African cities exceed the 100 000 population level, motorised transport starts to become a significant part of daily life. In smaller cities, in the 10 000 to 50 000 range, the problem of physical accessibility is serious enough to merit a determined government response. Unlike the case of much larger cities, there is sometimes an opportunity to respond to this problem by implementing low-cost land-use strategies rather than having to resort to high-cost transportation solutions. As the example of Greater Banjul in The Gambia illustrates, formidable social and institutional obstacles must first be overcome in order to implement spatial policy. -from Author
