摘要
To ensure that one has an appropriate application for EDIS technology, one goes through a process called "needs assessment." The needs assessment process has two components, one logical and the other emotional. The document analysis process is quite rational, and deals with technical issues which determine what size EDIS to install and what function(s) it will provide your organization. Ultimately, however, organizational factors determine whether and how EDIS technology is used. Thus you will also consider how your organization's philosophy, politics and culture-all rather emotionally-based behavior-impact on designing, selecting, and implementing an EDIS. Because the needs assessment process is very complex, this article will address document factors while the next article will address organizational issues.
