摘要
Unbiased estimators of probability weighted moments (PWM) and partial probability weighted moments (PPWM) from systematic and historical flood information are derived. Applications are made to estimating parameters and quantiles of the generalized extreme value (GEV) distribution. The effect of lower bound censoring, which might be deliberately introduced in practice, is also considered. © 1990.
