摘要：
Bulgaria, historically a rural country, has undergone rapid urbanization. However, rural settlements continue to play an important role in the development of the settlement network. The marked destructive processes in the rural settlement network since 1944, mainly due to the ageing of the rural population and its migration to the cities, have necessitated the implementation of an active regional policy in rural regions. A 'policy of key settlements' and 'a policy of key regions' were developed in recent years.
