摘要：
Just after independence India invested a significant amount of funds to build infrastructure for modern research and development and established a number of National and Regional Laboratories and R & D Organizations of different Government Departments. After about four decades the author has made a critical analysis of these endeavors and pointed out why these measures have not produced very satisfactory results.
