International migration in the rights agenda

This article analyses the agenda on migrants' rights, bearing in mind that this is a complicated task because the protection of the migrants' rights is a dark zone as regards the exercise of the sovereignty and the national laws. So that the best approach is to focus on the attachment to international right and multilateralism. This way, the author describes the initiatives at the international level for the promotion and defence of the human rights and, specifically, the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families. The author also analyses the advances achieved in Latin America and the Caribbean as regards the governance of the migrants' rights, highlighting the existing multilateral and regional efforts and mentioning the main points in the development of an agenda on migrants' rights. It is stood out that there are advances in this issue in the Latin American and Caribbean region, as there is a minimum consensus to solve the invisibility of the problem and to develop means to manage the migration. But this task faces challenges and uncertainties, so as deals up to now unfulfilled are required.
