摘要：

This research analyzes the new format of management of public politics, taking part of the institutional rearrangement implemented in this country since the 90s. This new format, legitimated by the Federal Constitution of 1988, instituted decentralization and participation as central axes of the democratizing process of brazilian public management in the federal, state, and municipal spheres. In this perspective the Management Councils become the new locus of political articulation searching for the definition and formulation of public politics, through the interaction of the many actors present in these spaces.
