摘要
Public organizations are complex, bureaucratic, with strong organizational values and cultural elements, in which the process of resistance to change is considered as a dysfunctional element. This paper identified the influence of the implementation of electronic proceedings before its adoption by the Regional Labor Court of the 2nd Region, and its relation to resistance to change the behavior of domestic actors. The results suggested gain with the implementation of electronic proceedings, and did not identify a relationship between the time the staff has been in the position and public service length with resistance to the implementation process.
