HISTORICAL BACKGROUND OF THE PRESENT PROBLEMS OF PUBLIC-ADMINISTRATION AND PUBLIC-SECTOR

The paper deals with the following basic problems: characterization of public administration and historical review until the year of 1945; the fight of political parties for the powers of ''National Councils'' in the restored Czechoslovak Republic in the period of 1944-1948; circumstances of the reorganization of provincial national councils and formation of Regional National Councils in connection with breaking the old state machinery and with shifts in policy and power; change of national councils into the elements of the forming centralized directive system of controling the society and its economy. The author analyzes the genesis of the basic development trend in which the conversion of national councils was realized according to the communist ideas. The state administration formally fused with self-government. The self-government was practically eliminated. The national councils were gradually transformed into executive bodies of the central political organs without a real competence. This fact was also closely related to the loss of real ownership competence.
