摘要
The development of coal resources will inevitably disturb resources and the environment in mining area, if it is not compensated reasonably; the further development of socio-economic in mining area will be restricted. However, the impact of coal resources development on the environmental is difficult to measure accurately, which results in the resource and environment compensation lacking of a reliable basis at present. To solve this problem, in this paper we analyzed the impact of coal resources development on resources and environment in mining area comprehensively firstly. Then according to welfare economics and modern econometric theory, resources and environmental value measurement system in mining area is constructed by using opportunity cost, replacement value and contingent valuation method. Using this value measurement system and taking full account of the socio-economic development of the region, the impact of the development of coal resources on the resources and environment in mining area is reflected objectively and comprehensively, which provides a basis for reasonable compensation so that to promote the sustainable development of social economy in mining area. Finally, according to the mine life-cycle theory some proposals about reasonable compensation and sources of funding are put forward.
