How Does HR System Influence the Cadre's Performance in China? -Empirical Study of Individual Judgment in Local government

摘要
For the rapid growth of the Chinese economy since China's reform and opening up, the majority of scholars given explanation through policies and official data from the macro level. They generally believe that organizational determinants of institutional change are the symbiotic relationship between the system and the organization. Most of the current study discusses the administrative system from a macro point of view, however, fewer studies pay attention to cadre's behavior and value judgment. This paper attempts to explore the behavior and value of local government officials through Chinese national survey. It aims at analyzing cadre appointment, promotion and performance relationship so as to propose a new analytical framework. The study found that the decision of cadre's appointment and promotion generally follows the universal molding system. As the main economic participations and political participants, cadre's individual value judgment has great effect on their performance. Local government cadre's attitude to HR system value identity and identification of the current HR system performance are positively related to the local government performance. According to value identity, Local government cadre's attitude to HR system performance has a greater impact on local government performance. In addition, through the empirical analysis we found that the level of economic development and political competition is not positively correlated relationship with the government performance level. This conclusion contrary to traditional cognition, and we give our explanation. After controlling for gender, age, the administrative level and regional variables, the above relationship remained statistically significant.
