摘要：
Shanghai financial innovation system belongs to regional sectoral system of innovation. Shanghai financial innovation system has the following shortcomings: Its knowledge and technology lags behind developed countries'; Chinese fund dominated Enterprises' innovation capabilities are not strong; the linkage between network actors is not strong; its institutions need strengthening. Shanghai financial innovation system is now transmitting from emerging state to mature state. To Change this situation, the governmental policy can exert its role in improving integration of knowledge, networks and institutions' perfection.
