The January 10th 1992 order is it applicable?

The decree published the 10th of January 1992, determining the rules and scales for the classification of war psychic troubles, is now well-knowed by the military psychiatrists and lot of experts. Some of them wish that it becomes a model in civilian practice. The growth of victimology as a science encourage the development of legal redress. A circular letter of Veterans State Secretary propose to extend its application to the whole psychiatry. Several years after the putting of this text in its place, after a recall of its main points, we will present its advantages and disadvantages, and the obstacles creating by expertal practice. These difficulties are technical and ethical.
