Research on the overall framework of total quantity control of water pollutants in the Strategic Environmental Assessment of basin

Accumulative effects of basin-water-resource problems have made the improvement of the water environment much more difficult, requiring a synthetic controlling strategy facing the full procedure. Based on the summary of the overseas development of strategic environmental assessment and total quantity control of water pollutants and considering the characteristics of water resources of the basin, this paper synthetically identifies the interactive mechanism between the 'nature-society' dualistic hydrological cycle and the procedure of water pollution. Supported by this theory, this paper developed the overall framework of the total quantity control of water pollutants in the strategic environmental assessment of the basin. Besides four key technologies, including construction of hydrology-hydroenvironment-economic-society coupling model, simulation of water pollution loading, simulation of hydroenvironment capacity and leveled allocation facing the basin were discussed. Meanwhile, a secure system of total quantity control of water pollutants was established.
