The interaction of global processes and ethnic differences will define much of the political agenda of the twenty-first century. As social, economic, and political processes are globalized, local responses will interrupt politics and political life. Challenges to policy makers and scholars will stem from the relative capacity of civil society to balance collective needs and individual rights. Examples from the U.S. Farm Crisis and Post-Gulf War Kuwait are used to illustrate these general points.
