MULTI-CRITERIA ANALYSIS METHOD FOR ENVIRONMENTAL DECISION-MAKING IN PORT ACTIVITIES

摘要
The trade harbors from the west side of Black Sea provide many possibilities, first for handling and second for taking over the goods traffic in this area, in order to feed their operation capacities. In this context, Constantza port is standing on an important navigation route, due to its geographical position. Thinking at this intensive operating potential, the harbor pollution under all its forms and aspects can lead to an irreversible changing of environment factors against the sustainable development principles. The paperwork is underlying how the ships operation, harbors operation together with the harbor-city interactions framework are generating many and complicated environment problem. Using a multi-criterion method within paperwork approaches, for port activities has been overtaken the ranking method regarding the preemptive systems for environment issues. The environment impact assessment measurement has been computed through the global pollution index evaluation, the results being figured under a graph perspective, for a set of environment factors combinations. The resulted algorithm can be extended and detailed further, having the potential to be considered as an efficient managerial instrument, with scientific approaches, useful for environment problems evaluation and for drafting the port development strategies on a sustainable basis.
