The legal significance in Spain of the Puerto Rico citizenship certificate

The present article analyses Regulation 7347 which governs the process of the evaluation and grant of Puerto Rico Citizenship Certificates. It briefly comments on the concept of citizenship vis-a-vis nationality. Also, it succinctly reviews the elements and requirements for obtaining Spanish nationality. The effectiveness of the Certificate of Puerto Rican Citizenship in the everyday legal framework of the Spanish system as far as foreigners are concerned is discussed point by point. The article emphasizes how the certificate permits the co-existence, simultaneity and resurgence of citizenships and nationalities. The potential novelty implied by this efficacy not only to a "native" islander but to anyone in possession of the certificate independent of their place of origin, is also discussed.
