摘要
Water resources protection system of the basin can be divided into four levels; laws and regulations, related management system and rules; operation mechanism of water resources protection of the basin; water resources protection functions of basin organizations; technical research and tasks related to water resources protection functions. Establishing a perfect theoretical system of water resources protection is the foundation of the Yellow River water resources protection. In order to establish this theoretical system, a pollutants gross control index system should be perfected as soon as possible, systematically research of basin pollutants absorbing capacity approval and pollutants quantity control technologies should be carried out early, a supervision management and water quality monitoring system associated with the opinions on gross control of pollutants discharge should be established as soon as possible, corresponding water resources protection projects should be built, water resources protection mechanism and policy should be established by a way of integrating basin into the region, studies on key technologies such as space - time distribution of Yellow River pollutants absorbing capacity, allocation methods of pollutants gross control index,a pollutants monitoring system and a gross control system of pollutants discharge of the Yellow River basin etc. should be carried out.
