Why is policy important for successful management of complex underground and infrastructure projects?

摘要
The successful planning, management, design, construction and operation of major, complex, underground projects requires careful, long-term, strategic, sometimes Machiavellian, thinking. Many issues that affect the success of projects are related to public policy and public processes - therefore, the strategic use of such policies and processes is a key to meeting essential project goals and objectives - as well as satisfying the many diverse "stakeholder interests".
