The Study on Rural Surplus Labor Management

The rural surplus labor is one of the important factors of restricting the income of the farmers. The paper applied qualitative and quantitative analysis methods, researched the status quo of rural surplus labor, analyzed of the reasons for the surplus rural labor and the constraint factors of labor transfer, on the basis of successful experiences of other countries, proposed a set of countermeasures: transformation concept, constituting government policies, achieving optimization of industrial structure and increasing investment in education and other aspects, so as to provide safeguard of policy for solving the problem of rural surplus labor, which will promote the process of building the harmonious society.
