The Formation and Reform of the Binary Financial System of the Early Childhood Education in China's Urban and Rural Areas

For a long period of time, the liberation of women's labor force has been regarded as an important social function of early childhood education. Moreover, our country's child education institution has the welfare. Therefore, since the founding of the country, early childhood education has formed a significant binary financial investment system. Under this system, the proportion of infant education in our country has been seriously unbalanced: National investment in kindergarten founded by the government and the service is relatively more. So these kindergartens are developing rapidly. But for the kindergarten founded by City Street, the investment is relatively small. Therefore, the development of these kindergartens is relatively backward. And for rural children, the country does not pay enough attention, which makes the development of rural early childhood education stagnant. Therefore, it is imperative to reform the binary financial system in urban and rural children's education.
