On the Non-equilibrium of Compulsory Education in China's Urban and Rural Areas

摘要
The Compulsory Education Law of the People's Republic of China implemented on September 1st of 2006 established the promotion of balanced development of compulsory education (henceforth CE) as its main direction. Now, however, the non-equilibrium phenomenon of CE in China's urban and rural areas is still very common, which greatly hinders the healthy development of China's economy and society. Based on the explanation of the concept of non-equilibrium development of china's CE, the concrete manifestations of the imbalanced development of CE in China's urban and rural areas are expounded. From the aspects of urban-rural dual economy structure, "county-centered" education management system, "city-oriented" education policy and imbalanced allocation of education expenditure, the paper has a profound analysis on the main reasons. Its main purpose is to improve the non-equilibrium phenomenon and provide references for the policy making.
