摘要
Low carbon economy is an economic development model based on energy efficient utilisation and clean development, and characterised by low energy consumption, low pollution and low emission. Low carbon hospital is a new concept derived from low carbon economy. Low carbon hospital is the hospital in the operation process of the implementation of low energy consumption, low material consumption, low financial consumption, low emission, low pollution. Based on the analysis of the correlation between value medicine and value chain, this paper puts forward specific strategies and technical paths for public hospitals to implement low-carbon operation environment management. This paper selects sample hospitals, based on activity-based cost drivers, executive cost drivers and structural cost drivers, to carry out the management activities of optimising the outpatient service process, improving the benefit of Diagnosis Related Groups (DRGs) disease group, and reconstructing the operation performance management system. The results show that: building a low-carbon hospital can reduce costs and improve the overall satisfaction of patients, which is also the only way for the hospital to achieve sustainable development.
