The Crises Management in the Frame of National Security Act: COVID-19 Pandemic and the need of an urgent reform

摘要
National Security Act 36/2015 of September 28th, has conferred powers on the Spanish Government to coordinate the powers of autonomous regions and local authorities to deal with big cross crises. This paper analyses the nature of this new power and its use in the big crises that have occurred recently in Spain, specifically the covid-19 pandemic.
