Information circulating in the society is becoming a critically important resource, exerting a decisive influence on the national security. In the course of the activity, social and economic formations of various levels of hierarchy (from an individual, an organization, a district to the state) with the incongruity of the goals of the activity conflicts arise. A person's decision (of a decision maker (DM)) lies at the core of the activity. ( Moiseev, N. N. (1981).) The activity is based on the model. (Anokhin, P. K. (1979), Arbib M.A. (1964). And, information is generally understood as data about the world and its processes, perceived by a person or special device. Data used by a person in his/her activities, have a model interpretation - the model of a target object. The dependence of human activities on the information (a model interpretation) has formed a new direction in the conflict of socio - economic formations as informational which got the name "information war" (IW) at the end of the 20th century. To solve the complex of problems of the information war it is necessary to develop a theory. A properly constructed theory has three levels, three components. Methodology. Methods. Technology. DM conceives the outworld and acts through the processes. Process is an object at work with a fixed intent. ( Burlov, V. G. (2018 )1). Methodology must form a condition of a process existence which is handled by DM. (Burlov, V. (2018)1) 1). Separate tasks of the IW are usually considered in the publications. Methodological basics in the completed form are not presented in the publications in the form of a process existence condition which is handled by a DM Not having the methodological foundations of solving the tasks of the IW in the form of the condition of the existence of a process, we cannot guarantee the achievement of the goal of an activity. Therefore, the problems of the IW were solved and are solved on the basis of the necessary conditions. That is, assuming that there is a potential solution. This situation gave rise to a fundamental problem: "The results of the activity for solving problems of the IW do not meet the expectations of a DM.
