摘要
Technical Performance (Achievement) Risk Assessments attempt to establish a level playing field for the evaluation of alternatives of various performance promise and various associated developmental risks. This paper will discuss the technical risk assessment process as applied to launch vehicle design concepts and the identification of design features likely to require substantial development. In addition, it will provide a means for evaluating technology and performance in terms of developmental uncertainty likely to have a significant impact on the overall cost of development or on the deployment of the developed system according to the schedule assumed in the mission model.
