摘要：
Emergency command is a management process of response in different stages. This paper gives a review about the emergency command system all over the world from 3 aspects, the organizational structure and functions, the mechanism including command model and workflow, and the emergency command information system. By analyzing the status of China's, it points out the ideas for future research.
