摘要
For the establishing and operating quality management system (QMS), there would be misunderstanding and blind area, which may make the organization management can not reach its goal. In this paper, the concept of QMS effectiveness is introduced; its characteristic is discussed; the factors influencing it are analyzed. On the base of the principle and restriction condition of the effectiveness evaluation of quality management, the index system and evaluation model are presented to evaluate the QMS effectiveness in three aspects: method, implementation and result, which can help the organization to recognize the misunderstanding and blind area, then the increment effect brought by operating QMS is enhanced; organization management and the quality of products and service is improved; the organization's competitive power increased.
