摘要：

The contemporary European Union is the result of intensive encountering of different approaches. Its character enables an enlargement of democracy through the European continent. The principles of subsidiarity and proportionality prevent the European institutes from excessive overregulation. Intergovernmental cooperation can be successful only in peace and prosperity periods. The delayed ratification process of the Constitution for Europe is contraproductive. The debatable questions must be discussed to find the optimum model of integration process in Europe.
